Megan A. Devine

State Command Chief Warrant Officer, Florida Army National Guard

Chief Warrant Officer 5 Megan A. Devine serves as the State Command Chief Warrant Officer for the Florida Army National Guard. She is the senior advisor to the Commander of the Florida Army National Guard on all matters relating to Warrant Officers. She is responsible for keeping the Assistant Adjutant General – Army informed and makes recommendations on matters affecting Warrant Officers.

CW5 Devine is a native of Harrisburg, Pennsylvania. She enlisted in the United States Army in 1994 as a 71L, Administrative Specialist, and spent four years on active duty before enlisting in the Pennsylvania Army National Guard. She graduated from Warrant Officer Candidate School (WOCS) (Commandant’s List) at Ft. Rucker, Alabama in 2007 and was accessed into the Title 32 Active Guard Reserve (AGR) program as the Military Personnel Technician, HQs 28th Infantry Division G1. Her subsequent assignments include Administrative Officer/Executive Officer, Joint Force Headquarters; Human Resources Technician, 28th Combat Aviation Brigade and Human Resources/Systems Integration Branch Chief, Joint Force Headquarters. In this final assignment in Pennsylvania, she participated in national level technical design reviews leading to the successful fielding of the Integrated Personnel and Pay-System (IPPS-A). She transferred to the Florida Army National Guard in 2020 immediately after the state’s conversion to IPPS-A to serve in the same position, quickly improving stability and usability for HR Professionals throughout the state through policy development and resident training execution. In 2024, she was selected for her current position, serving as the Senior HR Technician. Her operational deployments include Operation Irai Freedom, Iraq, 2006-2007.

CW5 Devine earned a Bachelor’s Degree in Organizational Leadership from Duquesne University, Pittsburgh in 2007. She has completed all required PME courses culminating in the Warrant Officer Senior Service Education Course (Distinguished Honor Graduate). CW5 Devine has multiple federal and state awards and decorations including the Defense Meritorious Service Medal, Meritorious Service Medal (3rd award), Joint Service Commendation Medal, Army Commendation Medal, Joint Service Achievement Medal, and Army Achievement Medal (5th award). CW5 Devine is also certified as a Senior Professional in Human Resources (SPHR) (2019) and Professional in Human Resources (PHR) (2015).
